Request a GTC (Government Travel Card)
All soldiers must have a government travel card. It will not be active unless you are traveling on approved orders to use it. The reason you need it is if the government needs to send you to a school or on a mission that requires the government to cover the cost then you will use the GTC to book flights, lodging, and other costs. Before you go you’ll fill out a DTS Authorization and when you return you fill out a DTS Voucher to get paid. This is covered in the DTS section of the website (here). This section covers how to get the GTC.
Before you can apply for a GTC you have to take an online class. You’ll turn in the certificate with your application. Make sure you have your CAC with you and a computer that has a CAC reader that is working.
The following steps will walk you through how to sign up and take the course.
When you go to the site it may ask you to enable flash and show you a blank screen. Enable flash to view the website.

Click “Register” on the first screen and then you’ll see the one below.
Use any email you want. For “Service/Agency” put Army and for “Duty Station/Site Name” put Hill AFB (UT). The other fields should be optional.
Click “Register with CAC” when you have filled out all the fields. Then head to Step 2.
Now that you have a Defense Travel account it should take you back to the first page you were on with a dialog box that looks like this:
Select “CAC Login” and the computer should open a dialog box that wants you select one of your CAC certificates. Use the one that does not say “EMAIL” in it. Then enter your PIN when it asks you.
You should now see a screen that has a button for “Training” at the top that looks like this:
Click “Training” and then you’ll see a tab on the screen that says “Available/Recommended” like this:
Click on “Available/Recommended” and a list of course will come up. Find the one that looks like the picture below and click “Launch”. It is called “Program and Policies – Travel Card Program (Travel Card 101) [Mandatory]”
Complete the class. At the end print your certificate, download it, if you can or take a picture with your phone to submit with your Statement of Understanding on Step 3 on the next tab.
Before you apply for a card the Army needs you to sign a Statement of Understanding that you know what you can and cannot use the card for. You can download it to fill out by hand or on a computer by clicking here.
IMPORTANT: When you submit the Statement of Understanding or hand the application to your Unit’s point of contact make sure you give them the email you check most often. After your unit uploads the application you will get an email from Citibank that is only valid for 72 hours. YOU MUST complete the application online in that amount of time or it cancels the account setup. Watch your email closely for a few days.
Ways to submit your Statement of Understanding:
- If you fill it out by hand, you need to give it to the unit point of contact, which is SSG Smith or SGT Harmer, as soon as possible with your certificate from the class. Provide a good email address to him that you check regularly.
- If you fill it by downloading it to a computer you can email it to SGT Harmer at firstname.lastname@example.org. Provide a good email address to him that you check often.
- If you want to fill it out and sign it on this website then you can use the form below. It will automatically go to SGT Harmer and SSG Smith. You can upload your training certificate with it.
IMPORTANT: You only have 72 hours to complete this step once you get an email from Citibank.
After the unit uploads the Statement of Understanding you’ll get an email from Citibank that looks like the one below (click on it to make it bigger):
It will likely be from email@example.com. There is a passcode in the email that has been removed from the photo. You will use the link and the passcode in the application to complete it.
IMPORTANT: It will ask you for a supervisor in the application. You will put

If you enter this information wrong he will not get the email to approve your application and he will only have 72 hours to do so.
Once you receive your card in the mail you can call the number on it and activate it.
Put it in a safe place that you’ll remember where it is when you need it.
It will be shut off unless you are authorized to use it.
